Community Development Block Grant Program – Fiscal Year 2024
Preliminary Synopsis
The City of St. Marys intends to make application to the
Pennsylvania Department of Community and Economic Development for Community
Development Block Grant funds, for which the City is entitled to receive under
the provision of Pennsylvania Act 179 of 1984, for Federal Fiscal Year 2024
funding assistance.
CDBG funds may be used for a variety of purposes such as public improvements, rehabilitation of
deteriorating housing units, removal of architectural barriers to the elderly or physically challenged, etc. Eligible
activities must meet one of three (3) National Objectives:
1. Benefiting Low and Moderate-Income Persons
2. Preventing or Eliminating Slums or Blight
3. Meeting Urgent Needs
70% of CDBG funding must provide benefit to individuals with low to moderate income levels as
determined by HOME Income Limit Guidelines.
Citizens may comment or provide input on potential projects as well as comment on prior use of CDBG
funds from now until June 15, 2024.
Citizens who are unable to attend the public hearing may comment on any
of the topics to be discussed at the hearing by contacting the City’s Deputy Director
of Community and Economic Development at 814-781-178 ext. 226 or by email at kandrus@stmaryspa.gov.
The City of St. Marys is responsible for replacing all low and moderate-income housing units that are
demolished or converted. However, the displacement of persons as a result of this program will be avoided to the
greatest extent possible. A Residential Antidisplacement and Relocation Policy and Fair Housing Policy have been
adopted by City Council for all activities funded under this program.
The first of two public hearings will be conducted at two separate times in order to accommodate
resident’s work schedules:

SESSION ONE: 9:00 am
SESSION TWO: 3:00 pm
The public hearing sessions will be conducted in the Basement Conference Room at City Hall, 11
LaFayette Street, St. Marys, PA 15857.
An explanation of the CDBG program will be made including eligibility requirements, application
procedures, and criteria for final project selection. The public will be given the opportunity to
secure information regarding prior uses of CDBG funds. Persons with disabilities who wish to attend
the hearing and require special services may contact City Hall at 814-781-1718
ext. 226 for accommodation.
The City of St. Marys intends to file their 2024 CDBG application on or before September 1, 2024.
Prior to submission of the application and final action is taken by City Council,
a summary of its contents will be made available for review. A second hearing
will be held at the same location on Tuesday May 28, 2024, at the same times listed above. The proposed projects for
the City’s 2024 CDBG application will be presented to the City Council at their
June 17, 2024 meeting and final review and approval of projects will be presented at their July 15, 2024 meeting.
Citizens will have an opportunity to offer additional comments and suggestions during the Council meetings.
