About Joe Fleming
Joe Fleming has been the City Manager since May 2021 with a background in multiple sectors. Joe has earned a Bachelor’s degree of Science in
Business Administration with a concentration in Public Administration at Southern New Hampshire University and also an Associate’s degree of Science in
Criminal Justice Administration at Mansfield University of Pennsylvania. He is presently enrolled in graduate school pursuing a Master’s degree of Science in Business Administration with a concentration in Public Administration. He currently serves as board member for the Pennsylvania Municipal League as well as their Executive and Finance Committees. He is also a member of the Governor’s Advisory Board on Rural Affairs. Locally, he serves on the St. Marys Area School District Foundation Board. Being born and raised in St. Marys, he has a passion for making the community a great place for its citizens and visitors. Under his administration, he has been able to modernize our government while keeping the heritage and traditions alive. Joe loves spending time with his wife Amanda and three daughters, Hailey, Kara, and Reagan. When Joe is not in the office, he enjoys coaching softball for the local little league and travel teams to develop young players enhancing growth on and off the field.
Powers and Duties of the City Manager
The St. Marys City Manager has many different roles and responsibilities within our local government. Some of these roles and responsibilities include executing all laws and ordinances of the City, appointing or removing all City employees, negotiating all contracts for the City, making recommendations concerning the nature and location of municipal improvements, executing all municipal improvements, assuring that all terms and conditions imposed in favor of the City or its inhabitants in any statute, public utility franchise or other contracts are faithfully kept and performed, directing and supervising the administration of all departments, officers, and agencies, attending all meetings of Council with the right to take part in the discussions, but without the right to vote, making recommendations to Council concerning policy formulation as the he deems desirable and keeping Council and the public informed as to the conduct of municipal affairs, preparing and submitting the annual budget to Council, being responsible to Council for carrying out all policies established by it, serving as City Secretary, keeping a record of all proceedings of Council in a minute book, having custody of the corporate seal of the City, serving as the City Treasurer, attesting to and certifying all documents of the City as may be required by law, providing for the assessment of all personal property and occupations as may be required by the City in order to levy any tax on such personal property or occupations imposed by Council, submitting to the Council and making available to the public a complete report on the finances and administrative activities of the City as of the end of each fiscal year, and performing such other duties as directed by Council.
